Commissioner Michael DeSilva

Commissioner Michael A. DeSilva CPM FCMI

Commissioner Michael DeSilva is a Bermudian officer who joined the Service as a Police Cadet in 1985. He is an alumnus of Warwick Academy where he was Head Boy in his senior year. After attending the Bermuda College as a Cadet, Mr. DeSilva graduated from Basic Training in 1987 and was awarded the Baton of Honour. He worked in a variety of postings including Central and Western Uniform, Marine Unit, Outward Bound and the Training Department. He was promoted to Sergeant in 1994 and moved to the Cycle Crime Unit. He transferred to the Narcotics Department in 1998 as a Detective Inspector and headed the Combined Enforcement Interdiction Team of Police and Customs officers. In 2001 Mr. DeSilva was promoted to Chief Inspector and was placed in charge of the Community Safety Department where he developed the Community Beat Officers Unit and the Schools Resource Officers Unit. He was awarded a Commissioner’s Merit Award in 2003 for his work in these areas. He received a Commissioner’s Commendation for Leadership in 2004 when he led a Public Order and Firearms Team in a relief deployment to the Royal Cayman Islands Police Force in the aftermath of Hurricane Ivan.

Mr. DeSilva was promoted to Superintendent in 2006 and served as the Divisional Commander of the Operational Policing Division, including the Island’s three police stations, uniform patrols, CID and operational support units. His last posting was as head of the Service Delivery Improvement Team where he led the Service through an organisational realignment in 2007 and the development of the BPS Strategic Plan 2007-2011. Mr. DeSilva attended the International Strategic Leadership Programme at the Bramshill campus of the National Policing Improvement Agency (UK) in 2008. He holds an Executive Diploma in Strategic Leadership, and he is a Fellow of the Chartered Management Institute of the UK. He is also a graduate of the FBI National Academy in the United States, where he attended their Executive Development Programme in 2005. Mr. DeSilva is a certified Diversity Trainer and is a member of the Diversity Institute of Bermuda. He was awarded the Colonial Police Medal for Meritorious Service in June 2011.

Deputy Commissioner Michael Jackman

Deputy Commissioner Mike Jackman BSc (Hons) FCMI

Deputy Police Commissioner Mike Jackman arrived from Barbados in 1982 and commenced his initial training. He has worked in many areas of policing including all three police stations; he has been posted in the Traffic department, Community & Juvenile Services, and the Central & Western Parish Constable Units and also chaired the Bermuda Police Association from 1996-1999. In 1995, he was promoted to Sergeant and to Inspector in 2001 where he headed the Research, Development & Innovation Unit and had the opportunity of working with the Commissioner on a number of projects including the Service's Strategic Plan 2002 - 2004. He was promoted to Chief Inspector in 2004 and was posted as the head of the Recruiting & Training Department with responsibility for the co-ordination and training of staff across the Service as well as the Cadet and Junior Cadet programs. In April 2005, he attended the Volunteer Visitor Program sponsored by the U. S. Department of State, visiting various youth organizations across the USA.

In May 2006, Deputy Commissioner Jackman was promoted to Superintendent and was posted as head of the Narcotics Division where he oversaw the investigation of offences involving controlled drugs. In this role, he worked closely with counterparts in the Caribbean and USA. In February 2007 Mr. Jackman was posted as the Divisional Commander for the Community Policing Division with responsibility for police stations island-wide.

In October 2008, Deputy Commissioner Jackman was promoted to Assistant Commissioner where he continued to oversee the implementation of Problem Orientated Policing and Partnerships (POPP) the Service’s community policing operational framework.

On his promotion, Deputy Commissioner Jackman undertook responsibility for Finance, Human Resource and Information Management Services Departments, as well as the Professional Conduct Department where he is the Service’s Discipline Officer. In this role, he works closely with the Police Complaints Authority to address issues of discipline and complaints by the public against police.

Deputy Commissioner Jackman holds a Bachelor of Science Degree in Policing & Police Studies from the University of Portsmouth. He has attended various training programs and conferences and completed the International Strategic Leadership Program at the National Police Improvement Agency (NPIA), Police Staff College, Bramshill in the United Kingdom. During this extensive training, Deputy Commissioner Jackman attended various policing agencies such as Interpol and the United Nations Office for Drugs & Crime (UNODC) as well as a number of Police Services in the UK including in Scotland and Northern Ireland. He is a Fellow of the Chartered Management Institute and is the holder of an Executive Diploma in Strategic Management.

Assistant Commissioner Paul Wright

Assistant Commissioner Paul M. Wright MSc CBII FCMI

Assistant Commissioner Paul Wright is responsible for the Community Policing Division which includes the uniformed patrols, criminal investigation units and the Community Action Teams at the Island ’s three police stations. Additionally, he will be in charge of all support services including: marine and roads policing, court services, police communications, training, administration and the forensic examination unit.

He has over 30 years of Policing experience having served with the Humberside Police in England for six years before joining the Bermuda Police Service in 1985. He has served in a wide variety of postings including Community Policing, Criminal Investigations Unit, Special Branch, Intelligence and the Serious & Organised Crime Divisions. In 2001 he assumed responsibility for Special Branch and the Government Security Office upon promotion to Inspector.

Mr. Wright was promoted to Chief Inspector in 2004 and served as the Crime Manager for the Service. He also served for extended periods as the Acting Commander for both the Intelligence Division and the Community Policing Division during 2006 and 2007. Upon promotion to Superintendent in 2007 he commanded the Intelligence Division where he implemented a modernization strategy to direct and underpin Intelligence-led Policing. In 2009 he assumed command of the Serious & Organised Crime Division and just over a year later he assumed command of the Community Policing Division. 

In addition to completing the International Strategic Leadership Program at the Bramshill Police Staff College in England, Assistant Commissioner Wright is a certified member of the Bermuda Insurance Institute and also the recipient of a Master’s Degree (MSc) from the Scarman Centre at the University of Leicester, England. In 2008 he was also admitted as a Fellow of the Chartered Management Institute.

Assistant Commissioner David Mirfield LLB (Hons) Dip. Crim.

David Mirfield joined the West Midlands Police in 1975 as a Police Cadet. Having joined the regular force in 1977 he was posted to Coventry Central Division where having completed his probation he was posted to the Criminal Investigation Department, also working out of the main city office. He was promoted to Sergeant in 1985, moving around the West Midlands conurbation in both uniform duties and as a detective, specialising in serious and organised crime.  Having been promoted to uniform Inspector in 1994, he initially led a response team dealing with general policing duties before transferring to headquarters to be part of an anti corruption unit dealing with entrenched criminal practices within the service. Following transfer as a Detective Inspector, Mr. Mirfield led numerous major and serious investigations, training as a Senior Investigating Officer, (SIO). During this time Mr Mirfield was instrumental in the investigation into one of the first true gang related murders in Birmingham, travelling to New York and New York State to gather evidence against the killer, who was eventually convicted of murder and sentenced to life imprisonment.

Mr. Mirfield was promoted to Detective Chief Inspector in 2000, and served as a Crime Manager continuing to investigate major crime including long term infiltration, and linked serious crime. Mr Mirfield led the investigation into a paedophile priest responsible for serious child abuse over many decades, working alongside both the Police Service of Northern Ireland, and the Australian Federal Police in Melbourne. He was promoted to Superintendent in 2002, working in both uniform and detective duties. During this time he represented the midlands region at the ACPO Homicide Working Group, providing advice and guidance on all homicide issues nationally. In 2003 Mr Mirfield led the investigation into the tragic gang shooting of four teenage girls at a New Year party in Birmingham. The subsequent convictions of those involved remains one of the most influential prosecutions for gang related violence in the UK.

Mr. Mirfield was promoted to Chief Superintendent in 2006, he commanded a diverse South Birmingham Division promoting partnership and neighbourhood policing, including the groundbreaking, ‘Challenging Families’ project, and receiving accolades for performance. He was made Detective Chief Superintendent and took command of the force CID encompassing, all major crime, including murder kidnap and child/adult abuse. He commanded all surveillance and technical assets, serious economic crime, and the force forensic services including all crime scene investigators.

Mr. Mirfield has attended several strategic leadership courses at the Police Staff College, Bramshill, and various NPIA locations, he has a Law Degree (LLB Hons) from Coventry University, and a Diploma in Criminal Justice. He has received numerous commendations, for both bravery and excellence in policing. He is a qualified Kidnap & Extortion, and Counter Terrorism SIO, and is also a Siege, Firearms, and Public Order Commander. He regularly facilitates training for West Midlands Police, and the National Policing Improvement Agency, (NPIA) in murder investigation and Witness Protection. He was a member of the national ACPO Criminal Use of Firearms committee and part of the project implementation team for the National Ballistics Intelligence Service, now launched UK wide.

Superintendent James Howard

Superintendent James Howard MM/HRM BSc (Hons) MCMI Dip. Crim.

Superintendent James Howard is a Bermudian who joined the Bermuda Police Service in 1985 (23 years of service). He worked in a variety of postings including Central and Western Uniform, Parishes Department, Cycle Crime, Motorcycle Patrol Section, Criminal Investigations Unit and Serious Crime Unit. He was promoted to Sergeant in July 1996 and had the opportunity to supervise most of the aforementioned named departments and units.

Mr. Howard was transferred to the Narcotics Department where he remained for about three years before being transferred to the Police Training Centre. During his tenure at the Training Centre, Mr. Howard was promoted to Inspector in 2001 and was eventually transferred back to the Narcotics Division as it’s Second in Command. In 2004 Mr. Howard began acting as Chief Inspector in different Divisions throughout the Service before being promoted to Chief Inspector in charge of Training and Recruiting in May 2006. In 2007 Mr. Howard was transferred to the Community Policing Division as the Area Commander.

December 22nd 2008, Mr. Howard was promoted to the rank of Superintendent. He is now in charge of the Support Services Division. Superintendent Howard has received training in England, the United States, the Caribbean and South Africa. His two most recent courses are the International Commanders Programme at the National Police Improvement Agency (NPIA), Police College, Bramshill within the United Kingdom and the International Strategic Leadership Programme conducted by the Ministry of National Security, Special Anti Crime Unit of Trinidad and Tobago.

Superintendent James Howard holds a Diploma in Criminal Justice and Police Management from the University of Leicester; A Bachelor of Science Degree in Policing and Police Studies from the University of Portsmouth and a Masters Degree in Management and Human Resource Management.

He has also received 4 Commissioner’s Commendations, 1 Merit Award and 7 Letters of Good Work.

Superintendent Antoine Daniels

Superintendent Antoine Daniels

Superintendent Antoine Daniels is a Bermudian officer, who joined the Bermuda Police Service as a Cadet in September, 1984. During over 25 years as a servicing police officer he has worked in various departments including Criminal Investigations, Drugs Unit, Operational Support Unit, Service Delivery Improvement Team and the Serious Crime Unit where he successfully led a number of high profile murder investigations in 2008 - 2009.

In July 1996, Superintendent Daniels received his first promotion to the rank of sergeant and has continued his rise through the Bermuda Police Service Chain of Command. He now holds the rank of Detective Superintendent having been promoted by former Commissioner of Police George Jackson on October 9, 2009. Superintendent Daniels is the recipient of 3 Commissioner’s Commendations, 2 Merit Awards and several letters of good work. On October 12, 2009, he assumed his current post of the officer in charge of the Bermuda Police Service’s recently formed Serious Crime Division.

Superintendent Daniels holds a Bachelor of Science Degree in Criminal Justice Administration from the University of Phoenix. Mr. Daniels began his formal education at East End Primary School, before moving on to the Robert Crawford High School for boys and after graduation the Bermuda College. He has also completed several police related training courses both in Bermuda and overseas, including at the Canadian Police College in Ottawa, (Major Case Management), Quantico, Virginia (DEA) and a Drug Commanders Course in REDTRAC, Jamaica. Additionally, Superintendent Daniels has completed both the International Commanders Program in December 2008 and the International Strategic Leadership Program in December, 2010, at the National Police Improvement Agency (NPIA), Police Staff College, Bramshill in the United Kingdom. Superintendent Daniels is only the second student in the history of the NPIA to receive an Executive Diploma in Strategic Management and Leadership and receive the designation as a member of the Chartered Management Institute.

Superintendent Martin Weekes

Superintendent Martin Weekes BSc (Hons)

Superintendent Martin Weekes joined the Bermuda Police Service in 1988 (21 years of service). He has over 30 years of Policing experience having served with the Kent County Constabulary in England since 1979 before joining the Bermuda Police Service. He has served in a wide variety of postings including Uniform Patrol, Child Victims Unit, Schools Liaison and as Parish Constable for Smith Parish. As an Inspector and later a Chief Inspector he was posted to St. George's and Southside Police Stations with responsibility for Community Policing in the Eastern Area. He has most recently served as the Service Training and Recruitment officer.

Mr. Weekes, on promotion to Superintendent in 2009, commands the Community Policing Division where he is responsible for Police Stations island-wide, overseeing community policing initiatives. Superintendent Weekes has received training in England, the United States, the Caribbean and Canada. He recently completed the International Commanders Programme at the National Police Improvement Agency (NPIA), Police Staff College, Bramshill, UK.

Superintendent Weekes holds a Bachelor of Science Degree in Policing and Police Studies from the University of Portsmouth in The UK and an Executive Diploma in Management from The Chartered Management Institute.

Human Resources Manager Michael Trott

Mr. Michael Trott started his Civil Service career as a Customs Officer at the H.M. Customs Department in 1993. He was employed in this department for over 12 years in various sections, the latter as an Intelligence Officer in the Passenger Analysis Unit (PAU).

In 1999 he obtained a Dual Masters Degree in Human Resources & Management. In 2001 Mr. Trott was seconded to the Government Human Resources Department as a Trainee Human Resource Officer, where he spent five years in various capacities, the latter as the Acting HR Manager responsible for HR services for the Ministries of Health & Family Services and the Ministries of Labour, Home Affairs & Public Safety.

In 2006 Mr. Trott left the Civil Service for one year and became the HR Manager Employee Relations at the KeyTech Group of Companies before joining the Bermuda Police Service as the HR Manager in March of 2007.
